왜 미움은 정답이 아닐까?

미국에 들어와 있던 불법 이민자들의 숫자가 대략 1,400만 명이었는데, 지난 일 년간 62만 명을 추방했다고 한다. 불법 이민자들을 추방하는 이유 가운데 하나는 그들이 미국 시민의 일자리를 빼앗는다는 것이다. 그럼 62만 명을 추방했으니, 미국 시민들은 그만큼 취업률이 높아졌을까? 하지만 실업률 지표는 오히려 소폭 상승해서, 실업 상태에 있는 사람들의 숫자가 늘었다고 한다. 왜 그럴까? 불법 이민자들을 62만 명이나 추방했으면 적어도 30만 개 이상의 일자리가 날 법도 한데, 왜 미국 시민의 실업률은 오히려 상승하는 것일까?

그 이유는 간단하다. 불법 이민자들이 미국 시민의 일자리를 빼앗아 일하고 있는 것이 아니라, 미국 시민이 하기 싫어하는 일들을 해왔기 때문이다. 힘들고 고된 노동들을 그들이 하고 있었는데, 불법 이민자들이 사라진다고 해서 미국 시민들이 그 일자리로 들어가지 않는다.

더 나아가 불법 이민자들이 있음으로 손해만 있었던 것이 아니다. 그들은 미국 땅에서 소비를 한다. 그들 때문에 식당이 운영될 수 있었고, 그들 때문에 소매업자들이 살아갈 수 있었다. 기업은 그러한 소비 덕분에 살아남을 수 있었다. 하지만 불법 이민자들이 떠나게 되자 매출은 줄고 공장은 적게 돌려야 했으며, 그만큼 일자리는 줄어들게 되었다. 사실 미국 시민들이 일자리를 얻을 수 있었던 것은 불법 체류자들의 소비도 일정 부분 도움이 되었기 때문이다.

하지만 정치인들은 모든 증오의 화살을 불법 체류자들에게 돌렸다. 증오야말로 정치적 지지를 확보하는 가장 강력한 수단이 되기 때문이다. 그 옛날 독일 나치가 유대인들에게 증오의 화살을 돌리고 정권을 잡았던 것처럼, 오늘날의 MAGA 세력은 불법 체류자들에게 모든 비난을 쏟아붓는다. 결국 사람들은 불법 체류자를 쫓아내는 것이 미국을 위대하게 만드는 것이라고 착각하게 되었다. 하지만 그것은 미국을 더 나약하게 만들 뿐이었다.

미국의 이야기는 앞으로 우리가 겪을 수도 있는 이야기이다. 우리나라에도 수많은 외국인이 몰려온다. 그만큼 우리나라가 잘사는 선진국이 되었다는 뜻이다. 우리나라 사람들은 이제 더 이상 힘든 일을 하려고 하지 않는다. 그 자리에 외국 노동력이 들어올 수밖에 없다. 우리는 미국의 길로 가면 안 된다. 주님께서는 이방 나그네들에게 자비를 베풀라고 하셨다. 너희도 한때 나그네였다는 사실을 상기시키면서 말이다. 사실 우리가 예전에는 해외에 나가서 돈을 벌어와야 했었다. 외국인들에게 자비와 긍휼을 베푸는 것은 결코 손해가 아니다. 그들이 있음으로 우리의 경제가 더 잘 돌아가게 되는 것이다.

사실 모든 것에는 좋은 점도 있고 나쁜 점도 있다. 불은 우리의 생활에 유용한 것이지만, 모든 것을 태워버리고 우리를 파멸로 이끌 수 있는 위험성도 가지고 있다. 그 위험성만 보고 불을 아예 사용하지 않는 것은 어리석은 일이다. 불로써 얻을 유익이 참 많기 때문이다. 불의 위험성은 잘 다스리면 된다. 잘 사용하지 못해 재난을 초래하는 경우가 있기는 하지만, 그럼에도 불구하고 불을 아예 멀리할 것은 아니다. 우리 곁으로 다가오는 외국인들도 마찬가지이다. 그들에게 장점만 있는 것이 아니라, 그들로 인한 폐해도 있을 수 있다. 하지만 그 폐해만을 부각하며 고립의 길로 가는 것은 현명한 선택이 아니다.

하지만 앞으로 외국인을 증오하게 만드는 선동가들이 나타날 것이다. 그들이 저지른 범죄를 부각할 것이다. 사실 우리나라 사람들이 저지르는 범죄율보다 그들의 범죄율이 월등히 높은 것이 아닐 텐데도, 마치 외국인은 범죄 집단인 것처럼 선동할 것이다. 외국인들이 부자가 되는 것을 시기하고 질투하게 만들 것이다. 그리고 쇄국정책이 제일 좋은 것인 양 떠들어댈 것이다.

하지만 우리는 속아 넘어가면 안 된다. 미국처럼 되면 안 된다. 수많은 외국인이 몰려오는 것이 우리에겐 유익이다. 크리스천의 입장에서는 선교의 기회이다. 만일 이들이 몰려오는 것 때문에 발생하는 문제들이 있다면, 해결책을 잘 찾아가면 될 것이다. 긍휼을 베푸는 자는 복이 있기 때문이다.

The Paradox of Deportation and the Call for Compassion: Why Hatred Is Not the Answer

There were approximately 14 million undocumented immigrants in the United States, and it is reported that 620,000 were deported over the past year. One of the reasons for deporting undocumented immigrants is the claim that they take jobs away from American citizens. So, with 620,000 people deported, did the employment rate for American citizens increase accordingly? On the contrary, unemployment indicators rose slightly, and the number of unemployed people is said to have increased. Why is this? If 620,000 undocumented immigrants were deported, at least 300,000 jobs should have opened up; so why is the unemployment rate for American citizens actually rising?

The reason is simple. Undocumented immigrants were not stealing jobs from American citizens; they were doing the jobs that American citizens refuse to do. They were performing difficult and grueling labor, but even if undocumented immigrants disappear, American citizens do not step in to fill those positions.

Furthermore, the presence of undocumented immigrants did not bring only losses. They consume within American borders. Because of them, restaurants could operate, and retailers could survive. Businesses were able to endure thanks to that consumption. However, as undocumented immigrants began to leave, sales dropped, factories had to reduce operations, and consequently, jobs decreased. In fact, the ability of American citizens to find work was helped, in part, by the consumption of these undocumented residents.

Yet, politicians directed all arrows of hatred toward undocumented immigrants. This is because hatred is the most powerful tool for securing political support. Just as the Nazis in Germany seized power by directing arrows of hatred toward Jews in the past, today’s MAGA forces pour all their blame onto undocumented immigrants. Consequently, people have fallen under the illusion that kicking out undocumented immigrants is what makes America great. In reality, it was only making America weaker.

The story of America is a story we may experience ourselves in the future. Numerous foreigners are flocking to our country as well. This means that our country has become a wealthy, developed nation. Koreans no longer want to do difficult labor. Foreign labor must inevitably fill those spots. We must not follow the path of the United States. The Lord commanded us to show mercy to the sojourners. He reminded us of the fact that we, too, were once sojourners. In fact, we used to have to go abroad to earn money in the past. Showing mercy and compassion to foreigners is by no means a loss. Their presence makes our economy run better.

In truth, everything has its advantages and disadvantages. Fire is useful in our daily lives, yet it also carries the danger of burning everything down and leading us to destruction. It would be foolish to avoid using fire altogether simply because of its risks, for the benefits we gain from it are immense. The dangers of fire are meant to be managed. Although there are cases where misuse leads to disaster, we should not distance ourselves from fire entirely. The same applies to the foreigners coming into our midst. They do not bring only strengths; their presence may also involve certain drawbacks. However, focusing solely on those negatives and choosing the path of isolation is not a wise decision.

However, agitators will appear in the future who make people hate foreigners. They will highlight crimes committed by them. Even though their crime rate is likely not significantly higher than the crime rate of our own citizens, agitators will act as if foreigners are a criminal group. They will incite envy and jealousy toward foreigners who become wealthy. And they will clamor as if an isolationist policy is the best way forward.

But we must not be deceived. We must not become like the United States. The fact that many foreigners are flocking here is a benefit to us. From a Christian perspective, it is a mission opportunity. If there are problems arising from this influx, we can simply find good solutions. This is because those who show mercy are blessed. As it is written: “Blessed are the merciful, for they shall receive mercy” (Matthew 5:7, ESV). We must remember the Word of the Lord: “You shall treat the stranger who sojourns with you as the native among you, and you shall love him as yourself, for you were strangers in the land of Egypt: I am the LORD your God” (Leviticus 19:34, ESV).
